JPD Chief quits.

The Mayor Yarber Administration issued the following press release:


Jackson Police Chief Lindsey Horton Retires; Assistant Police Chief Lee Vance Named Interim Chief

Jackson Police Chief Lindsey Horton has announced his retirement, effective Monday, July 21.

Mayor Tony Yarber accepted Horton’s retirement, and expressed his appreciation for Chief Horton’s service to the Jackson Police Department. Assistant Chief of Police Lee Vance will serve as Interim Police Chief. Vance has served in the area of law enforcement since 1987.

Chief Horton is a nearly 30-year veteran of the Jackson Police Department.

“Chief Horton’s career of public service should be commended. We’re grateful for his assistance during our Administration’s transition and wish him the best,” Yarber said. “We could not have transitioned so smoothly without him.”

Horton thanked the Mayor for the opportunity to serve the citizens of Jackson.

“I’ve enjoyed three decades of law enforcement,” Horton said. “I’m looking forward to the next phase of my career.”
   

Kingfish note: The Street Committee says he might pop up in some blue and white colors that happen to have a Tiger as a mascot.

@ 9:48AM: What do you mean, "preacher don't play?" This guy was most likely pressured into quitting based on his comments to the public. But, do you actually believe that the City of Jackson was NOT going to get sued anyway? The FACT is that you have ONE TO MANY lazy ass officers out there, and this is the norm in Jackson! I live here, so I know firsthand. Chief Horton was already dealing with some "scurviness" amongst JPD when he came aboard as chief. Since mayor Yarber wanted to replace him anyway, I hope the new guy can cut the mustard! I really hope it works out! But, they need to seriously clean house @ JPD - period!

More than a few cops were angered by his press conference last week. Said in no way he could call that a good investigation and that the police officers in question deserved more than a "behavior modification". Several told me they thought it was very unprofessional.

I hear Jimmy Houston is available.....oh, wait. He only has 40 years experience and a master's degree. He doesn't meet the qualifications for the City of Jackson.

Unprofessional, KF? Sounded like the truth, to me, and sounds like Chief Horton wasn't going to lie about that pathetic excuse for an "investigation". Jackson will miss Chief Horton.

Horton was very unprofessional! But, then when has Jackson had a Police Chief that was a professional? Maybe the current Mayor will make positive changes in this position. Getting a handle on crime is the only way Jackson can ever recover.

For those of you that know the law on Section 1983 cases against police know that Chief Horton essentially identified the policy and procedure that the JPD officers violated, which is usually one of the hardest parts of a Section 1983 lawsuit.

How the hell are u gonna get a QUALIFIED chief if u look INTERNALLY? How do u discipline--inspire--LEAD people who have been ur drinkin buddies and pals for 25 years---it's the primary reason that officers are discouraged from "fraternizing" w da men!!! GET REAL!!

They need to clear the entire command staff , the reason the department is poor is because the best Officers are leaving for better oppurtunities. JPD is eons behind other departments in tactics and technology. The paper report are obsolete this is a digital world now. The same people are playing musical chairs in that PD. An effective leader must resist the temptation to appoint buddies and followers, you have to promote other leaders. This police admin's time has passed it's time for competent new leadership.

Urge Mayor to consolidate police and sheriff depts---show courage to git r done---don't listen to people who say it can't be done --do it by force of will and let attorneys catch up later--dead broke--consolidate and reduce expenses and provide better services and we're gonna let ANTIQUATED bs laws stand in the way--come on!!!

Baffles me how Kingfoot and a few others can call it 'unprofessional' when a city department head goes on television and levels, honestly, with the public. What's unprofessional about that. I suppose Kingfish would expect the chief to sit on his thumbs and wait to be called on by the mayor and allowed to read a prepared statement.

Kingfish doesn't know the meaning of professionalism. 'Several cops told me they thought he was unprofessional.' That's a lie.

@1:50 the mayor has no authority over the sheriffs dept. The sheriffs dept has enough issues of its own without soaking up problems of the city. Shouldn't both agencies be held to higher standard and clean up their own messes?

The past Chief from Michigan had the right idea. No bell curve for promotion test scores. Screams of "That's not fair!"and "Don't do me like that!" were heard from the roof tops. Of course they got rid of him fast. I would love for an out of state applicant to tell them what they want to hear, take the job, and then fire the entire command staff, and hire more out of state talent. JPD doesn't have the kahuna's to hire outside the department! Lastly, nice work catching that poor butchered womans killer. Don't feel too proud though. After all it's your friggen job!!

Bring in an outsider and his team. Send a recruit team to Peoria, Illinois. The problem with J.P.D. is a huge lack of "diversity".

Waiting for someone with an ounce of credibility to identify just was unprofessional about a leader leveling with the public about the poor performance of his team members.

Consider for a moment the chief refusing to appear on camera but telling the Clarion bunch, "I'm looking into this and will comment at the appropriate time." The jackals would be calling for his head day and night. Instead, he had the balls to stand up and admit the failure of his department. That's anything but unprofessional.

What he said wasn't unprofessional. It happens every football season when a coach gets up in front of a mic after his team gets their asses kicked and he says "Yeah, we sucked today. Such and such didn't do their job and we got our $%!^ pushed in." I never knew that calling your subordinates that let someone get killed dumbasses was unprofessional.

@ 1:50 PM It may not have been unprofessional, but in a would shaped in large part by trial lawyers, the future lawsuit is bound to include his statement to help hammer home how half assed those JPD field officers performed.

Besides he's a Lumumba appointee and those are thankfully an endangered species these days.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
